Garbage management

We have a local manual garbage management down the street. Now when the autumn is here and all the leaves are stacking up they have a lot to do. But they don't have any feeling to not dump the leaves on the street so they won't block the whole street. I passed one day after this and then there were leaves on the whole street (didn't have the camera with me then - damn).
