Why the bright light?

In most restaurants they have a super bright fluorescent lamp light destroying the whole atmosphere. I wonder why? Do they like it or do they just don't give a shit?
A typical finished the lunch/dinner scene, lots of plates and waste food on the table. In most places you can just spit the things you don't want on the table.
